What would you suggest?
I'm using a laptop i7 2.6GHz, 32GB RAM
Taskmanager says 12% CPU load and 1GB used by Codesys actually, while Codesysis not responding for more than 10 minutes.
Does Codesys check for updates of libs, licenses and other stuff?

Unfortunatly you do not provide specifics about the specs and setup of your laptop.
-> Run CPU-ID for cpu type (e.g. I7-8800) and hardware specs of memory
-> What OS do you use?
-> What software is started as service on the laptop?
-> Have you got a HDD, SSD, or NVMe drive?
-> I could go on and on and on...
I have a laptop here:
i7 8th gen,
2x8GB RAM = 16GB Dual Channel,
512 GB NVMe,
running CODESYS v3.5.17.10 in a WIN10 Pro x64 VM with 4 cores and 8GB. I deliberatly installed CODESYS in a sandbox vm so that I can tinker with it freely without harming the host too much.
Runs like a charm with CODESYS x64. I can open/edit in 2 IDE's at once without any hassle.

how can starting IDE and opening project be speeded up?
Opening a project when IDE is already running takes 5 minutes or even more.
Use a more powerfull PC?
