this package is not really in a good shape I would say, you could donload it and install it,
but beside that I would rename the package to a zip an in there you'll find:
Documentation_Example.pdf
Projectexample.project
SM3_Drive_RaspiStepper.library
devdesc\SM3_Drive_PosControl.devdesc.xml
