Fixed compiler errors with SoftMotion versions 4.13 and newer. Set SoftMotion version to 4.17.

- Set compiler version, storage version, and compatibility version to V3.5 SP15
- Removed duplicate library SM3_Drive_PosControl from library manager, which ahd been added with a fix version instead of the placeholder
