[#102] v1.4.2.4 RefactorPayload. Remove some AllMetricList
Previously we had to lug around an AllMetricsList. This now is only needed when you want to interrogate all the metrics. I selectively removed these AllMetricLists that were no longer needed. (note: some were still needed)
Changed all VAR_STAT to VAR_INST to avoid cross contamination of FBs (VAR_STAT is shared between all instances of the FB)
