NOTE that CLOSED source libraries like AC_Logging (a .compiledlibrary) cannot be exported to an open format anyway. The library is pre-compiled.

Hi, Very short anwser: you can not export a library via a PLCOpenXml file. So It isn't in the xml file anyway. A PLC Open Export isn't the most "comfortable" option to transport a CODESYS project from CODESYS on PC A to CODESYS on PC B. A more convenient solution is asking for a .projectarchive of the project. That contains everything you need, if the person that makes the archive adds all the options/libraries etc. Good luck.
It is impossible to reference lib version w.x.y.z AND version w.x.y.z + 1 in the same project at once. A library can always only be referenced ONCE.
