After searching for some time, I found the answer. Windows Security blocks a large portion of Codesys from installing. You have to turn if off while installing. Go to Settings -> Windows Security -> Virus & Threat Protection -> Manage Settings -> Real Time Protection -> OFF. You must do this every time Windows restarts during the installation process. I have a new installation of Codesys Development System V3. I'm following a tutorial to create a new project. The tutorial chose Standard Project - CODESYS Control Win V3 x64 - Ladder Diagram. The only option I have to program in is Structured Text. Am I missing a package or library to use Ladder Diagram?
