Does recipe manager needs a particular license?...in general how is possible to understand the needed licences for a given project and the one actually installed on the target device?

no receipe manager does not need any license,
you could use either the device reader application example for older CODESYS versions to get the infromation what is licensed on your plc
or since 3.5 SP15 this is embedded in CODESYS see screenshot.
