dpkg command not found error

Hello,
We could not install Codesys development platform V3.5.15.40 on my raspberry pi based gateway. We always get below errors when we try to install Codesys runtime package.

Error output; Sudo:dpkg :command not found
Expected exit value of command failed: expected 0, received 1
Error output: Cat:/etc_CODESYScontrol_user.config: No such file or directory

please let me know how I can solve these errors?

Which OS is installed?
There should be a user pi on your system.
