I believe I have installed the correct device descriptions and library, in an attempt to use the MCP3008 in conjunction with RPI; when project runs the MCP3008 is unable to find the correct driver. Is there anything I'm missing? Very new to this so any help is apprecated!

I can't answer why it's not resetting, but from the description of g_udiMaxReceiveBufferSize, I would guess the sum of sizes of the mqtt packets received in one cycle exceeded this value. Function blocks in a SFC are executed left to right, top to bottom, instructions in ST are executed from left to right top to bottom as well. I think you are asking about the execution of POUs although you use the name function block, I believe POUs are executed in the order they are shown under the main task.
